
The roots of the initiative
The economic development of the territory and the creation of sustainable jobs for its inhabitants are priorities for the Metropole. There are many barriers to employment, one of which is a lack of suitable means of transport. Lille Metropole wanted to tackle this problematic and created MobiliMEL.
Started in 2017, this project aims to provide tools to help jobseekers find mobility solutions. The project is based on 5 pillars:
- monitoring, information and coordination;
- support for the public by mobility advisors;
- raising companies' awareness of employee mobility (linked to the recruitment process);
- awareness-raising and training for integration advisors and employment professionals (MDE, France Travail, MNE, etc.);
- supporting projects that meet unmet needs.
Individual support from mobility advisers
A large part of the initiative is devoted to providing personalised support for jobseekers. They can make an appointment with mobility advisors from “Wimoov” that help them address their problematic.
The objectives of individual support are multiple:
- Facilitate their access to/maintenance in employment or training.
- Promote their employability.
Facilitate the mobility of all Lille Metropolitan Area residents to job sites using public transport.
- Enable them to become independent in terms of travel on the public transport network.
- Offer support tailored to needs.
After receiving support, 88% of people say they use public transport. The rate of improvement in mobility is 96% in 2023 (88% in the first half of 2024) and the rate of improvement in employability is 77% in 2023 (70% in the first half of 2024).
A dedicated online platform unique in France
Lille Metropole has commissioned “Compétences et Emplois” for the creation of a mobility platform that will enable people involved in a professional integration process to access an autonomous, long-term mobility solution tailored to their needs. This is the first time an initiative of this kind has been set up in France.
This website was developed in 2021. It is dedicated to and accessible to the general public, who can find out about all the mobility schemes available in the metropolitan area. The website lists:
Information on mobility in the metropolitan area: bus, tram, metro, train, cycling and car sharing.
Existing aid for mobility: buying a bike, help with obtaining a driving licence, preferential fares for public transport, etc.
An on-demand support service: all the contacts you need to make an appointment with a mobility advisor for personalised support in finding the mobility solution best suited to your needs.
Information reserved for employment professionals to support them in their mobility assistance strategies for the public they support. All you need to do is request a ‘pro’ access code.
The platform was recently redesigned at the end of 2024, in order to be able to offer a more intuitive, fluid and efficient experience. It also gives greater prominence to sustainable mobility solutions.
