Review and perspectives of the Lille Metropole Integrated Territorial Investment (ITI)

Lille Metropole has managed an important Integrated Territorial Investment of 37M€ that has allowed to implement innovative projects to revitalize metropolitan most deprived neighbourhoods.

   Our Integrated Territorial Investment (ITI) corresponds to the European side of the city contract that Lille Metropole coordinates with the different stakeholders (municipalities, social housing companies, the State, the Region Hauts-de-France…) in order to revitalize its 31 deprived neighbourhoods. The ITI is a European instrument which, in the Hauts-de-France Region, has been focused on the redevelopment of the disadvantaged neighbourhoods. Lille Metropole’s strategy was to enhance employment and economic growth, to deepen social cohesion and to improve living conditions and urban renewal. Thanks to the ITI, Lille Metropole has received 37million euros of European funds for its priority neighbourhoods.

These 37 M€ have contributed to:

  • The development of SME (5M€)
  • Digital projects (3M€)
  • Energy rehabilitation of social housings and public buildings (8,2M€)
  • Wastelands’ and metropolitan heritages’ renovations (20,8M€)

   An important variety of actors have participated in this ITI, including Lille Metropole, municipalities, social landlords, planning authorities, jobcentres, social economy actors… The urban policy Intercommunal Committee selects the projects on the territory after a call for projects, in accordance with the metropolitan strategies and the city contract.

   The first projects which were selected concerned energy rehabilitation of social housings and wastelands and were launched in December 2015. Another selected project, « Nord Actif », aimed at supporting the creation of new companies. The ITI also allowed the development of projects with an impact in people’s everyday life in the metropole regarding entrepreneurship support or social housing renovation. Furthermore, it contributed to symbolic projects supported by European funds such as the heritage restoration of La Condition Publique, or the restoration of the Union’s wastelands, of La Lainière and of Fives Cail Babcock…

   The ITI was supervised by the Finance division in close partnership with the urban development department. Throughout its term, 47 files have been funded under the ITI for the 2014-2020 period. The last files, still being considered for funding, suggest that 36.5 M€ out of the 37 allocated to Lille will have been allocated, corresponding to a consumption rate of 98%.
