CIRCULANDIA: Advancing Circular Solutions for Soil Health and Resource Management in Lille Metropole
As part of its commitment to ecological transition and sustainable territorial development, Lille Metropole (MEL) is strengthening its involvement in European innovation initiatives. Through its participation in the CIRCULANDIA project, funded under the Horizon Europe programme, Lille Metropole positions itself at the forefront of efforts to restore soil health and promote circular resource management.
This initiative directly contributes to the European Mission “A Soil Deal for Europe”, which aims to restore 75% of European soils by 2030. Soil degradation represents a major challenge, with far-reaching consequences for food security, biodiversity, water quality and climate regulation. In this context, Lille Metropole’s engagement aligns with the ambitions of its Agricultural and Food Strategy, particularly in supporting agronomic innovation and addressing the scarcity of fertile land.
Rethinking Systems Through Circular and Regenerative Models
CIRCULANDIA seeks to go beyond incremental improvements by rethinking entire systems. The project develops and replicates innovative models based on circular nutrient management and regenerative agriculture, drawing inspiration from pioneering practices implemented in Northern Europe. By collaborating with partners in Norway, Germany, Croatia and Estonia, Lille Metropole contributes to a transnational dynamic aimed at building resilient and resource-efficient ecosystems.
An Integrated Approach to Resource Management
A key strength of the project lies in its integrated approach, combining five major value chains—nutrients, water, food, plastics and packaging—into a coherent circular model. This systemic vision enables the development of regenerative agricultural practices that reduce dependence on synthetic inputs, improve soil fertility, enhance carbon sequestration and optimise water use. At the same time, shorter local supply chains help limit packaging needs, while encouraging the deployment of reusable solutions.
As the most agricultural metropolis in France, Lille Metropole offers a unique environment to experiment with urban, peri-urban and rural synergies. The project focuses in particular on the reuse of compost produced at the Organic Valorisation Centre (CVO) to restore degraded or polluted soils. Lille Metropole’s approach to soil health is part of a broader, coherent strategic framework. Each project contributes as a building block within an integrated vision, ranging from spatial planning (METROLAND) to operational implementation (CIRCULANDIA). This ecosystem is further strengthened by initiatives like REVALS, which aim to incorporate the value of healthy soils into economic models through ecological accounting. Together, these complementary projects illustrate a systemic and long-term strategy, ensuring that soil protection and restoration are addressed across all stages of public action. Thus, for the metropolis, CIRCULANDIA represents a strategic opportunity to build on existing initiatives and extend the work carried out in recent years.
Innovating for Soil Restoration: The Technosol Approach
In collaboration with scientific partners, Lille Metropole will further develop its “Technosol” solution, notably through experimentation with the Trichon urban farm in Roubaix. This approach combines organic and mineral materials to recreate fertile soils capable of supporting agricultural production while restoring essential ecological functions such as water retention, biodiversity support and pollutant filtration.
To maximise the impact of its actions, Lille Metropole will focus on improving upstream collection and sorting processes for organic waste, addressing key challenges such as microplastic contamination and variability in compost quality. Depending on its suitability, the compost produced may be used across a range of applications, from conventional agriculture to urban farming and urban greening projects.
Strategic Investment for Replicable European Solutions
With a total budget of €193,750, fully funded by the European Commission, Lille Metropole’s participation in CIRCULANDIA represents both a concrete operational opportunity and a strategic investment. Beyond local benefits, the project aims to deliver replicable solutions that can inspire other European territories. By combining innovation, cross-border cooperation and territorial experimentation, CIRCULANDIA illustrates Lille Metropole’s ambition to contribute actively to Europe’s ecological transition.
